Free quoting software in 2026: 6 options compared

Free quoting software exists, but "free" means something different for every tool. We compare six options on what's really free, the limits and who each suits.

The best free quoting software depends on what you need besides the quote. For interactive quotes that clients can configure and sign online, Offinal is free during early access with every feature included. For free invoices plus basic estimates, Zoho Invoice or the open-source Invoice Ninja. For a free start in a larger suite, Odoo (one app free). In Belgium, Billit's free tier covers Peppol invoicing. And a Word or Excel template is still a valid free option for occasional quotes.

"Free" means different things: a free plan with limits, a free app inside a paid suite, open-source software you host yourself, or a product that's free while it's new. We describe each tool's model as listed on its own site in October 2026; plans change, so check before you commit.

What to look for in free quoting software

  • No limit that bites: check caps on clients, quotes or users before you build your process on it.
  • Professional output with your logo, VAT number and terms.
  • Online approval: clients should be able to accept, ideally with an electronic signature.
  • Tracking: knowing when a quote is opened tells you when to follow up.
  • Your language and VAT rules, which matters for Belgian and Dutch businesses quoting in Dutch or French.
  • A way out: you should be able to download your quotes as PDF if you ever leave.

1. Offinal

Offinal turns a quote into an interactive page: clients pick packages or optional extras, see the total change, comment next to a line and sign online. You see when it's opened, and every quote can be downloaded as a PDF. It's available in 11 languages, with quotes in 13, including Belgian Dutch and French. Free model: free during early access with no limit on quotes; paid plans for larger teams may come later, with advance notice (pricing). Limits: no invoicing or bookkeeping.

2. Zoho Invoice

A free invoicing app from Zoho with estimates, invoices, clients, payment reminders and a client portal where estimates can be accepted. Free model: a free plan with usage limits; check the current caps. Limits: estimates are standard documents; for Belgian B2B invoices, check how it handles Peppol.

3. Invoice Ninja

Open-source invoicing and quoting with a client portal where clients can approve quotes. Free model: a free hosted plan with limits, or free to self-host if you run your own server. Limits: self-hosting takes technical effort; the interface is functional rather than polished.

4. Odoo (one app free)

Odoo lets you use one app for free, with unlimited users. Choosing the Sales app gives you quotations with online signature and payment. Free model: free as long as you stay on one app. Limits: the moment you add invoicing, CRM or anything else, you move to a paid per-user plan, and setup takes time. See also Teamleader alternatives.

5. Billit (Belgium)

Since January 2026, Belgian businesses must exchange B2B invoices through Peppol. Billit's free tier gives you Peppol access; quotes and full invoicing are in the paid plans. Best for: Belgian businesses whose priority is compliant invoicing. A common setup is to quote in a tool like Offinal and invoice in Billit or your accountant's software.

6. A Word or Excel template

Still the most-used free option, and perfectly fine for a few quotes a month. Download our free quote template to start. When it starts costing you time, read quotes in Excel or Word vs quoting software.

Which one should you pick?

  • You want quotes that win more often: Offinal, next to your invoicing tool.
  • You want quotes and invoices in one free app: Zoho Invoice or Invoice Ninja.
  • You'll grow into CRM and more: start with Odoo's free app.
  • You're in Belgium and need Peppol invoicing: Billit, plus a quote tool if quoting matters.
  • You send a quote now and then: a template.
